HOUSTON — U.S. Secretary of the Interior Doug Burgum has officially signed an order to rename the Anahuac National Wildlife Refuge in honor of Jocelyn Nungaray, a 12-year-old girl from Houston whose tragic death has drawn national attention.
The refuge, located about 60 miles east of Houston, will now be known as the Jocelyn Nungaray National Wildlife Refuge.
A Tribute to Jocelyn
“Jocelyn Nungaray’s story has deeply touched the hearts of Americans,” Secretary Burgum stated. “Her life was stolen far too soon by individuals who should never have been in our country. President Trump’s commitment ensures that Jocelyn’s name will be remembered.
This refuge — a place where life thrives — will stand as a lasting tribute to her memory, offering a space for reflection and serving as a reminder of the need to protect our children and uphold justice.”
Presidential Announcement
President Donald Trump revealed the renaming during his joint address to Congress last week, highlighting Jocelyn’s love for animals. He signed an executive order directing the name change, describing her murder as “a devastating consequence of weak border policies that must end.”
Jocelyn’s mother, Alexis Nungaray, expressed her surprise at the announcement. “I had no idea this was going to happen. It was a shock,” she told FOX 26. “I was stunned — it felt surreal and bittersweet.”
Alexis shared that every time she sees a butterfly, she feels Jocelyn is watching over her. “She dreamed of saving animals and becoming famous. She always believed everyone would one day know her name,” Alexis added.
About the Jocelyn Nungaray National Wildlife Refuge
The newly renamed Jocelyn Nungaray National Wildlife Refuge lies north of Galveston Bay and south of FM 1985, spanning 39,000 acres. Managed by the U.S. Fish and Wildlife Service, the refuge provides a sanctuary for migratory birds and diverse wildlife.
The area features a Butterfly Garden, wetlands, and walking trails. Officials plan to update signage in the coming months.
The Tragic Backstory
Jocelyn Nungaray was killed in North Houston in June 2024, a crime police say was committed by two undocumented Venezuelan nationals.
Her death spurred her mother to campaign for stricter border controls alongside President Trump.
In December, Texas prosecutors announced they would seek the death penalty for the accused, identified as Johan Jose Martinez-Rangel, 22, and Franklin Jose Peña Ramos, 26.
